The conference assessing the research proposal of the key project "Strategies and Measures on Disability Prevention in China"  were held at Peking University

The research proposal assessment conference regarding the research project "Strategies and Measures on Disability Prevention in China" supported by 2009 National Social Science Fund (NSSF) for Key Projects , and the unveiling ceremony of the Teaching and Training Base for the Cause of Chinese Disabled Persons were successfully held at Chia Tai International Conference Center, Peking University. The conference was jointly organized by Peking University (PKU) and China Disabled Persons’ Federation (CDPF), and co-sponsored by the Institute of Population Research, Peking University (PKUIPR) and CDPF. The meeting brought together over sixty delegates including Wang Xinxian, member of CPC Central Committee, party secretary and president of CDPF, heads of the State Administration of Work Safety, Ministry of Education and the Ministry of Health, Zhou Qifeng, president of PKU, Zhang Guoyou, vice president of PKU, and Xiao Qun, executive deputy director of Office of Humanities and Social Sciences, PKU, as well as other leaders of relevant departments.

As a joint bid made by PKU and CDPF, the research project "Strategies and Measures on Disability Prevention in China" was funded by 2009 NSSF for Key Projects. To cater for the requirements of the project notification, the project's chief experts, Dr. Cheng Kai, vice president of CDPF and Prof. Zheng Xiaoying, director of PKUIPR convened the research proposal assessment conference attended by the leaders of the sub-projects, research team members and invited experts. This project marked the first time, since its establishment, that CDPF was sponsored by the NSSF for Key Projects, and thus received close attention from the Party Leadership Group of CDPF and the leaders of PKU. Prof. Chen Gong, executive deputy director of PKUIPR, chaired the assessment meeting, during which an overview of the project was given by Cheng Kai, chief expert of the project, followed by the reports on the schemes and the work arrangements associated with the sub-projects presented respectively by Prof. Chen Gong, executive deputy director of PKUIPR, Prof. Song Xinming of PKUIPR, Prof. Huang Yueqin, party secretary and vice president of Institute of Mental Health, Peking University Sixth Hospital, Zhou Xiaolin, dean of the Department of Psychology, PKU, Wang Shengyong, director of Center for Injury Prevention and Control, Medical College of Jinan University, Wang Ningli, executive vice president of Beijing Tongren Hospital, and Sun Xibin, deputy director of China Rehabilitation and Research Center for Deaf Children. Afterwards, the invited leaders and the expert panel assessed the overall project design and the project schedule and shared relevant experiences with the participants. Xiao Qun, executive deputy director of Office of Humanities and Social Sciences, PKU and Chen Xinmin, director of the Research Office, CDPF, made their comments on the project as a whole. Finally, Zhang Guoyou, vice president of PKU delivered the concluding remarks on the requirements and suggestions given by the invited leaders and the experts, and proposed relevant requirements for the research work and the project outcomes. Dr. Cheng Kai, the project's chief expert, and the leaders in charge of the sub-projects signed the responsibility agreement on the project "Strategies and Measures on Disability Prevention in China" so as to ensure the successful completion of this project and achieve relevant requirements for the management methods of NSSF. The conference assessed the research proposal of the project "Strategies and Measures on Disability Prevention in China" and nailed down the research direction and annual work arrangements, which are recognized by the participating leaders and experts.

 The Base was unveiled by PKU President Zhou Qifeng, Academician of CAS, and Wang Xinxian, party secretary of CDPF.

Next, PKU Vice President Zhang Guoyou presided over the unveiling ceremony of the Teaching and Training Base for the Cause of Chinese Disabled Persons co-founded by PKU and CDPF. The Base is the first teaching-and-training oriented institution specially established on the basis of on the basis of China Research Center for Disability and Development, Peking University (CRCDD). It gives priority to the development of the Cause for the disabled in China and aims to undertake the team construction of professional talents and social workers.PKU President Zhou Qifeng Academician of CAS, together with President and Party Secretary of CDPF Wang Xinxian, member of CPC Central Committee, unveiled the plaque of the Base and were elected as the presidents of the Base.

During the ceremony, Liao Liguodistinguished professor of PKUIPR and deputy director of China Research Center on Aging, Economic and Social Development, and Cheng Kai, vice president of CDPF and vice president of China Disability Research Society, were appointed as the directors of the Base to take the responsibility for the actual operation of the Base. Chen Gong, executive deputy director of PKUIPR, Chen Xinmin, director of the Research Office, CDPF, and Zhang Fengyi, director of Organization and Liaison Department, CDPF, were invited to serve as deputy directors of the Base to assist the Base directors in their work. The Base Director Liao Liguo, in his speech as the representative of the Base heads, pointed out that doing the Cause for the disabled well is a good deed with incalculable and boundless merits and virtues, and he appealed to the whole community for their full support and participation.

PKU President Zhou Qifeng, Academician of CAS, and Wang Xinxian, party secretary of CDPF, issued appointment letters to Liao Liguo and Cheng Kai as the directors and distinguished professors of the Base.

 At the ceremony, Liu Jian, being as the Counselor of the State Council as well as the former party secretary and director of The State Council Leading Group Office of Poverty Alleviation and Development (LGOP), and Wei Jinsheng, Counselor of the State Council, were appointed as consultants of the Base. Ten prestigious  experts and scholars at home and abroad such as Huang Shouhong, deputy director of the Research Office of the State Council, and Zeng Guang, chief scientist of  Epidemiology at the Chinese Center for Disease Control and Prevention (China CDC), took up the appointment as distinguished professors of the Base. They will not only actively participate in the teaching, training and scientific research of the Base, but supervise relevant work with volunteering services. The establishment of the Base aims at: promoting the win-win cooperation between PKU and CDPF in an all-around way, seeking mutual benefits, improving the professionalization, socialization and internationalization of professional services team-building and upgrading the quality of personnel for the Cause of the disabled, providing intellectual support to sound, fast and sustainable development for the undertaking of the disabled , and serving the development needs of the disabled and the construction of a harmonious society.

Wang Xinxian, member of CPC Central Committee, party secretary and president of CDPF, and PKU President Zhou Qifeng addressed the meeting respectively. They set high standards and strict demands on the project "Strategies and Measures on Disability Prevention in China" funded by 2009 NSSF for Key Projects, and will give full support to the development of the project. They warmly congratulated the participants on the establishment of the Teaching and Training Base for the Cause of Chinese Disabled Persons jointly founded by PKU and CDPF, and expressed their thanks to the appointed members of the Base. They will make mutual efforts to contribute to the development of the disabled and the construction of a harmonious society. Wang Xinxian, party secretary of CDPF, expressed his special gratitude to CRCDD and PKUIPR led by PKU Vice President Zhang Guoyou and Prof. Zheng Xiaoying for playing an active role and having achieved outstanding achievements in promoting the undertaking of the disabled in recent years.

The study on the Strategies and Measures on Disability Prevention and the establishment of the Teaching and Training Base for the Cause of Chinese Disabled Persons are the two major initiatives taken by the Planning Office of NSSF, CDPF and PKU, aiming to implement “Opinions of the CPC Central Committee and the State Council on Promoting the Development of the Cause of Disabled Persons” for better development of the cause for the disabled.

Disability prevention is the primary task of development of the cause for the disabled and the source engineering of the work for the disabled. China has more than 8,300 million people with disabilities, involving up to some 20% of all households in the country. At present, China is in the social transition period with rapid increase in the size of the disabled population, the proportion of disability in the upgrade, and disability risk on the rise. If the source control measures are not taken, it will meet with serious obstacles and exert considerable influence on the improvement of people’s healthy and happy lives, the comprehensive construction of the well-off society and the construction of a harmonious society. Disability prevention intends to control the occurrence and the development of disability from the start so as to decrease the risk of disability occurrence and to reduce the proportion of disability occurrence, at the same time to control the degree of the development of the disabilities. International experience shows that over half of disabilities are preventable,   and disability prevention is the most cost-effective social strategy. In our country, it is extremely necessary and urgent to study and formulate correspondent strategy of disability prevention, and to establish and perfect a sound system of disability prevention. It is the first time that NSSF set up fund for key projects in the area of disability. With its very foreseeing and strategic vision, the study on disability prevention measures was rated as the first funded research project by NSSF. The development of the cause for disabled is for the people and by the people. Talents cultivation and team building are a fundamental engineering. To foster a professionalized, socialized and professionalized talents team, being able to adapt to the needs of social development, has become the basis of ensuring sound and fast development of the cause for the disabled. So to speak, the Base co-established by PKU and CDPF rises as a reflection of the times and come in the nick of time.

As the first higher education institution in China to recruit students with disabilities, PKU was not only the first university to establish a professional research institution for disability and development, but also the first university to initiate the establishment of China Disability Research Society (CDRS). Under the leadership of PKU Vice President Zhang Guoyou and Prof.  Zheng Xiaoying, et al., a team of professionals from PKU participated in the drafting of the First Outline Document of CPC Central Committee and State Council for the Development of the Cause of Disabled Persons in China. PKU’s professionals were the first to join the research group and took the lead in launching the research project in the realm of Disability, with fund granted for the first time by NSSF for Key Projects.PKU, in cooperation with CDPF, jointly established the first Teaching and Training Base for the Cause of Chinese Disabled Persons. All these fully manifested PKU’s humanistic spirit that it centers upon people's well-being, and actively serves the society, and also fully reflected PKU’s innovation spirit with emergence of new social morality.
